Rangers join the competition after a third-place finish in Champions' League qualifying and will play a Panathinaikos side which has already beaten Aberdeen 3-0.
Andrew Dickson, Rangers' head of administration, said: "There are no easy teams but there might have been a couple of teams we would rather have drawn."
"There is an opportunity to exchange information with Aberdeen and I am sure that our manager Walter Smith will talk to Jimmy Calderwood about their game in Athens."
"Sometimes Panathinaikos move the games to the Olympic Stadium but they are proposing to play in their usual stadium. It's a 16,000 capacity, very tight and the atmosphere is intimidating."
The first legs of all games will be played on February 13 or 14, with return matches on February 21.
The draw was also made for the last 16, to be played on March 6, and March 12 or 13.
Tottenham is on course to meet PSV Eindhoven or Helsingborg; Everton would play Rosenborg or Fiorentina while Rangers could meet Werder Bremen or Braga.
Bolton would play Sporting Lisbon or Basel as Aberdeen faces either Anderlecht or Bordeaux.
